On the sims 2 for nintendo ds how do you get mechanical five and the blueprints for the antenna?

I understand you have to find the little icons for getting the mechanical but i don't understand how to see if you have enough and i don't know how to get the blueprints that Emperor Xizzle is telling you about. help please
