How to discipline a 14 month old?

I am a first time mom and my son is 14 months old. He is getting into everything and I don't know what to do. I started off by swatting his hand when he got into something, but he would just keep going for it over and over again. I am now swatting his butt and that is helping a little bit, but he still goes for the same thing over and over. We have designated our living room for his play room and there is literally only a few things he can get into including: a few books on a book shelf, a lamp that is hidden behind a table and he's learned how to climb over our bariers and escape. We have plenty of toys for him to play with but he's just not interested in these. It seems like the only thing he ever does is just go straight for what he can't have or do. It gets frustrating sometimes, I just don't know what to do. He is very strong willed.
